I think PRJ is correct, strength is the primary stat for calculating success. I also watched video a while back which claimed that certain NPCs (like Guards) have an intrinsically higher % chance of resisting Knockouts. You can sneak up behind a guard and choke them and steal their armor that way. Although at your sneak level, you will need to be behind them perfectly to have the best chance of doing it without getting caught. You can also get on your horse and just drop off the drawbridge to the inner keep and ride off from there.
